Well yes, the latter part is the issue here - or rather, the larger issue. They want freelancers to pay more taxes, but instead of changing taxation rules that is bad PR for the government, they do it via pressuring freelancers to switch to alternatives with worse tax schemes, which non-freelancers won't care as much about. In my country our so-called government did the same recently, literally overnight they changed the rules for a taxation scheme very popular among freelancers, in ways that made it either extremely costly, or literally impossible for most freelancers to stay within the scheme (as in, it is now forbidden for freelancers under this scheme to invoice businesses/companies - they can only invoice private individuals, which is absolutely ridiculous since the overwhelming majority of them work for businesses/companies).

I guess the Japanese government is doing much the same, except instead of just brutally cutting people off, they're applying this "gentler" pressure like, "oh, if you don't want your private information to get out you might want to change to a different taxation scheme where you have to pay much more"...

The issue here is with unincorporated freelancers. The don't have companies.

Setting up a company might be the best way to deal with this, but I have no idea how common/feasible it is for Japanese freelancers to incorporate.

It hasn't been common at all until relatively recently, and as far as I hear it's mostly done by small mangaka and artists at the moment and not other kinds of freelancers.

Burden-wise it's possible to setup a goudou kaisha (one step down from a kk) with no board members, no capital, and no business bank account for something like 20,000 application fee. The problem is the reporting requirements after it is setup which aren't really all that much but definitely more than if you just were an individual and filed the "blue form" itemization tax forms.

Mangaka I can understand given the industry and they like their privacy, but for Vtubers I think it's not much a concern as it's generally very easy to find out who a Vtuber's 'roommate' is. At least for the popular ones like Hololive who recruit already established online personalities. It's frowned upon to actually talk about it or mention it, but it's not hard at all for nosy people to find out who's behind the character if they go looking since there's tons of gossip in the community. When Coco, Rushia, and Sana all left Hololive many of their fans knew who to go follow immediately after and currently active members stream and do content on both their identities.

Just because you know other online pseudonyms for them, doesn't necessarily mean you know their real names. eg: Many people know Gawr Gura's previous streaming channel, but that isn't her real name.

Besides - it's not like people haven't found out the RL identities of performers who go by a pseudonym online, it's not impossible, it's happened before. It's called "stalking" and "doxxing" and generally it's not a nice thing to do, if not downright illegal (depending on circumstances). Basically, if someone goes by a pseud online it's because they don't want their real identity to be revealed, the reason why is nobody's business, and just because it can be found out doesn't mean it's fine to do so, let alone reveal it, whether it's by fans or the government.
