Uh, yeah. Just about all Japanese anime BDs are already region free. Region free DVD players are readily available and very cheap. While I'd love it if English subtitles were standard, I already import. Fans in the US still whine that anime is too expensive relative to US TV shows. You think they'd convert en masse to importing Japanese releases that are 4-6 times more expensive? I doubt more than a couple of hundred fans in the entire US would switch over. This would mainly benefit the people who already import and are used to that kind of pricing.

I doubt all but a very few would 'switch over', but I'd sure as hell like to buy a version of, say, Macross:Do You Remember Love with a decent set of subtitles that I don't have to hack in myself. Or a copy of Macross Plus that doesn't look like a badly worn VHS tape. Or a copy of Gunslinger Girls that hasn't had some incompetent has slathered DNR over until it looks like a film of vaseline (the Funimation BD has less detail than the R2J DVD. That just shouldn't happen). The "DVDs are too expensive" crowd aren't going to be buying DVDs anyway, so why try and cut costs to shit out horrible releases? Do digital downloads properly* (region free, TV equivalent quality, multi language, same day), and problem solved.
I'm fully aware this is unlikely to happen though. Japan hasn't even got a single nationwide[i] distribution system, with TV broadcasts fragmented into regions, so the likelihood of the production committee conglomerations that actually control things (IP and so on) getting a unified [i]international distribution system working is close to nil. Until several of them fail to adapt and go under, at least.

* Read: better than fansubs or don't bother.

I can't see how this is going to help the anime industry all that much. If they're pushing for a greater exposure of Japanese cultural output in general (video games, music and anime) then they don't necessarily need to see improvement in the anime industry to call the project a success.
If anything, this could just expose the Japanese video game industry even more and help the slow brain drain from anime into video games.
