If there is some copyright reason why the submitted listing only offers select numbers and not all the top 25 with number of units sold, what would the reason be?

The ranking numbers are from the overall DVD ranking chart. The gaps in between the numbered anime DVDs are filled by live-action DVDs. For example, in this latest chart, #10 is the DVD of a live event for Koei's Neo-Romance franchise.

So, why not list all 25 +top-selling live action and animated DVDs and their sales figures for that week?
