Arggh no, at least MangaGamer have a global licence. Their prices are fairly normal, your just paying full retail price.
Does this mean they've actually licensed it for an i-phone version or not? As chapter 1 is free anyway (it's the demo) and they alowed groups doing translations to distro it (and the equivalent for Umineko) already.
