it also could well mean that the gundam stuff will continue to be the driver it is now and has been for ages, but that the revenues it generates may not be used to build other, unrelated properties -- which could be bad.

I don't think we need to worry about that. These are just separate divisions, not separate corporate entities, so whatever budget they have will end up being mixed around.
I think this is actually more of an official codification of what has been an "informal" structure for a long time. From something I heard from a Bandai employee, the "Gundam" people have always been their own little separate unit essentially. This just makes it official.

However, VOTOMS needs more releases in the US.
