Confirmed to be solo key animated and storyboarded by Keisuke Mori. Maya Asakura, who helped with directing the short, confirmed it on Twitter. Dunno about who else is involved at this time, including the main director. (Tho Megumi Ishitani wouldn’t be a bad guess) https://twitter.com/egagaga46/status/1895885348695392753
Edit: Nagisa Nishida confirmed as Art Director. I never thought it was possible. An anime with Luffy in a Laker's jersey playing basketball. I never thought it would happen. It would be like Sailor Moon appearing in an American commercial. I'm just amazed at this. It's just too unbelievable to even imagine.
