I think this was locked because there is apparently no Japanese dubbed version of the series. If that is wrong and there is proof of it being dubbed, I can unlock the cast as well, but for now, I've just unlocked staff and companies (since it's clear this was animated by a Japanese studio at least).

That cast information looks fake to me, with no proof supporting it, and no voice actors indicated for characters original to the series. The Japanese Wikipedia page (for however much it can be trusted) states that a Japanese dubbed version hasn't been produced: 日本語吹き替え版は制作されていない。No Japanese cast or staff related to dubbing seems to be indicated there either.
