Has interest in cute girls doing cute high school idol drama things really fallen off that much, especially as Season 3 is not recycling plot lines (the way Sunshine recycled plot lines from SIP)? Or were high school idols always more of a Japan than Anglosphere thing?

More the latter, probably. The last installment of The iDOLM@STER (in the Spring season) was also a low performer on popularity scales. It's one of those genres that tends to have a passionate following in the West but not a big one.
