At least it is something.
Cause honestly the use of A I and artifical voices has been running way to rampant lately, especially with all these scammers using fake bit coin ads etc with a i generated elon musk etc.
It will also make large corporations think twice and get actual consent and even roaylities to people for using them.
So its a start.

I hope consent can only be given by a living person. Unless it is an Oliver Reed case where the actor dies during production, as that would fulfilling their contract, dead actors should not be brought back just because their relatives said it was OK.

The article says “[t]he draft bill stated there would be exclusions for uses of the replication for First Amendement-protected works, including sports broadcasts, documentaries, biographical works, or for purposes of comment, criticism, or parody, among others.”

Sorry, non-American here: why are sports broadcasts a First Amendment protected work? Does this mean they would uniquely be allowed to use AI voices for commentary or something? Aren't they for-profit businesses?
Just stood out to me as bizarre amongst the other usual fair use stuff. I honestly don't think they should be using it in documentaries or biographical either, personally. Seems unethical to say these things that are meant to be factual have free reign to fake voice clips.

Socially speaking, sports broadcast in the US are sort of viewed in the same vein as reporting the news. It's a live action event where commentary is provided, the event is reported on, and the nature of the views, beliefs and opinions are first amendment protected.

I don't see any issue with documentaries or biographies or museums using a generated voice of a real person to read stuff they wrote, or are reported to have said, or within a scripted presentation of historical or even hypothetical events for the purposes of education or academic exploration. Context matters. That abuses might occur is not a good reason to prevent its use for more legitimate purposes.

It's not for live broadcasts, it's for replication, which carries a different context than what you may be thinking.

Those are not at all legitimate purposes in my opinion, using AI to simulate a dead person's voice is very disrespectful, just like doing the same thing to a living person without their consent. Documentaries and biographies are already full of misinformation, with made up quotes and incorrect portrayals. The last thing we need is creating false evidence and doing what we please with people's voice and image.

Somehow, I can't help but feel that Bob Iger is to blame.
In all seriousness, though, I genuinely believe VAs deserve a fair compensation for their work and that they shouldn't be replaced by machines just because their voices are so "iconic" and their employers don't want to take a chance with new VAs.
Creativity comes from the human spirit, not from some computer program.

Well, while I do agree with you about the using someone else's voice without permission of their or their families, and leaving aside the "misinformation" meme, claiming that all documentaries and biographies are "misinformation" is quite insulting, if you ask me.
