If a renewal was announced in a week, that means the second season was always going to happen. It also sounds like this is a situation where Netflix bought one big batch of episodes so we should be seeing Part II next year.

Sure it can. Spin-offs can take many shapes and sizes: Interquels, side stories, prequels, elseworlds, etc. Nocturne is definitely a sequel, but it also counts as a spin-off because it's doing its own thing, has its own branding, and (mostly) its own cast and story.
This is something that happens a lot in western comics, and sometimes even television. Angel was a spin-off of Buffy, yet the fifth season also counts as a sequel to it.
So, really, it's just very YMMV. Whichever you prefer to classify it, you wouldn't be wrong.

Acclaimed and successful series continues to be acclaimed and successful. A bit hilarious the video thumbnail has a spoiler, but whatever. I am intrigued that Juste is shown, so I guess he's not done in the storyline

I wonder if they allocated for as many episodes as the original?

Go Woke get S2.
They had a muli-season-deal as the animatics for S2 proves but had to wait for Netflix to actually green-light them to begin the work in earnest. Let´s hope for longer seasons now, just like with the OG shows, and I would love to have them reach 1999 and the 2030s in a future show. Alucard is still in those.
A season or special set WW1 would also be neat. It´s where this show´s Elizabeth Bartley actually came from. The climactic war at the turn of the millennium was never seen in the games and both Sorrow games barely showed the outside world. 2035 might be close to the present by then... And get Zaddy Juste into the main cast. What a nice surprise that was!
