Well, not really a surprise here. First episode was putting their foot way too foward, leading to very high standards that couldn't be realistically followed up, and the third episode already has some noticeable animation goofs, not to mention their need for outside force from SHAFT.

The episode still seems to be finished, if it is airing at its usual time/slot in JP?
I guess the 'production issues' maybe compressed everything so that they didn't have time to properly sub/translate it, though?

I don't get it why the episode will run on its usual broadcast slot but is delayed on other platforms. Presumably that means the production committee is okay with a significantly flawed version being on regular TV but not in other places?

According to the article, the episode will be delayed on some Japanese streaming services, so that can't have anything to do with lack of time to translate.

It's probably related to the fact that streaming services require the master earlier then tv-stations do. So like they will manage to finish the ep on time to air on tv but miss the deadlines for the streaming services. Same thing that G-witch did for its final 2 episodes except Zom100 is also delaying the sub release as a bonus.

As I've been consistently watching the new episodes on Tuesday as opposed to Sunday, I'm not too bummed by the delay, personally. Still, hopefully the staff isn't working themselves too hard to get this one out the door. Sometimes a downgrade from the high bar initially set is warranted.
