It really depends on the script. But after Cowboy Beebop, I think everyone has their doubts.

Does Garp even show up in East Blue? I don't remember him being there.

Not quite East Blue, but literally right when they get on the Grand Line we get the Coby coverpage episodes where Garp (with a dog mask) debuts. We don't know he's Luffy's grandpa until later though.
That being said... this is a live-action adaptation. There will be changes. They could move over character introductions to be earlier due to having access to future knowledge of the series.

IIRC, I think he is first shown in the EB but after the Straw Hats are in the Grand Line. It's where he meets Koby and Helmeppo.

Alvida's actress is too cute and precious for the role.

Garp appears for the first time in the Post-Ennies Lobby arc.

The casting here is very miss and less hit no idea how this is going to work out well in live action just seems like a massive ass waste of money, effort and time on everyone's part.

I know there’s a lot of negativity, but the cast seems pretty decent looks wise, and you honestly can never tell until they’re in costume!

I would've loved to see that body-positivity crowd go nuts and angry when Alvida becomes thinner through her Devil Fruit powers further down the line, but that would imply I want this show to succeed and get a season renewal, and something tells me Netflix is gonna cave in indeed to that crowd and they're not gonna show that a plus-size person can get slimmer and shouldn't be a problem and that being like that is not an inmutable characteristic. I think they're gonna go the Disney+ Ms. Marvel route and change her powers, which is still pretty defeating for the character, even if she's just a bit player in the original story.
I can buy Helmeppo and Buggy's actors in this setting, but I won't hold my breath for the mediocre, cheap, so-called "grounded" approach they're gonna have with either Buggy's powers or Arlong's appearance as they will with this series overall... which brings another issue to mind about how rushed this show (or at least this season) is gonna be, since there are very important arcs before Arlong's first appearance where some of those characters (Usopp and Sanji) also appear for the first time, and I don't think this season is gonna have more than ten episodes.
I can buy Vincent Regan as Garp, and his casting so early in this show implies that they're gonna adapt elements of the Romance Dawn pilot chapter that later became One Piece and was adapted later as an special episode just recently in the anime. Maybe these actors can give a good performance here and there, because even a trash fire like CB had John Cho and Mustafa Shakir, but then again, their performances were the only good thing Netflix Bebop had in its favor. That, and Yoko Kanno.
Beyond all of that, it's still a Netflix live-action adaptation, so I'm not getting my hopes up after Cowboy Bebop and how bad that was.

This is not true. He first shows up in a cover story when Luffy is fighting Arlong.

Finally, a way for us to appreciate that timeless story that is OP without the one element no one really cares for: Oda's art.
