But why is city hunter unavailable on Crunchyroll? I've looked everywhere for an answer but there doesn't seem to be any talk of it?

City Hunter is on Retrocrush (though that’s US and I think Canada only), not Crunchyroll.

Retrocrush specialises in older series. Crunchyroll tends heavily towards series from the last decade or so, though it does have some older ones. There’s no great mystery as to why any particular series isn’t on Crunchyroll — they just haven’t licensed that one.

I seem to able to view City Hunter on Crunchyroll. It's available through this link. It seems Crunchyroll licensed it for the U.S., Canada, Australia, New Zealand, and South Africa so you may not have access to it?

I don't use any of the CR related apps to view shows off them so I may not be of much help. However, there seems to a display bug with shows saying they're unavailable. If that is the issue, try selecting the season until it shows available again. I encountered that issue even on the PC but this solution seems to fix things saying they're unavailable.

You may not be the only one with this issue as others on the Crunchyroll subreddit state they have this issue with Discotek licenses but a CR staff said the issue should be resolved.
