Can... can anyone explain why her robot has a gigantic codpiece? Is it supposed to serve some kind of function? If so, what?

I know this is not really directly connected to the games themselves, but, I do wonder, where should I start in watching the Sakura Wars anime? I can't possibly play the games in either case.
