Originally it was because of a family member in poor health who needed long-term care, but whether that's still the case or not, no one knows. She hasn't opened up in any detail about it (nor is she under any obligation to do so).

If I remember well, Arakawa is a mother. Then she should focus on her family first. Still, I find it weird that Arslan keeps getting written.

That's because Arslan is published in short monthly chapters, which makes it easier for Arakawa to keep it on schedule. Silver Spoon is serialized in Shonen Sunday, a weekly magazine, and I also assume it's more difficult for her to work on because it's an original story, while Arslan is an adaptation of a series of novels.

Since "Silver Spoon" has seen less hiatuses than HxH, I would say that Arakawa might not be in as bad condition or is not as lazy as Togashi.
