It's more likely that this is a business decision from Sega. They already have Valkyria Chronicles 4, Yakuza Kiwami 2, Sonic Mania Plus, and Catherine: Full Body. Companies like to space out their releases to make sure that they aren't taking sales away from their other games. For example, the audience that wants Catherine: Full Body is probably the same audience that wants these games.

Did they change the P3 protagonist’s voice? Because that didn’t sound like Yuri lowenthal (I guess he’s too busy with Spider-Man)

Call me crazy but it seems kind of weird to hold up the release of a new game for two rereleases one of which came out nearly a year ago where's the other is a pseudo remake of a last gen game.
