Luna could have followed up Law & Order with something like Case Closed or Psycho-Pass, depending on what aspect of Law & Order her friend liked.
(If it's specifically the sex crimes part, well...can't think of any anime that focus on sex crimes while still framing them in a negative light.)

They don't go to court in Conan, though. So the only thing remotely like Law and Order would be the Phoenix Wright anime.

Well they do work inside the ANN servers. Maybe they get the fairy equivalent of screeners or something.

So we're talking dozens upon dozens of deep characters in long running political intrigue and LoGH isn't the front runner? There's less sex and dragons and its in space, but I consider it the better fit.

Heh, I've had that kind of conversation before, where someone asks me to recommend an anime to them but the actual scope of anime is so different than what they're into that it's hard to find something. Until Mr. Osomatsu came around, for instance, there wasn't really an anime counterpart to South Park (MAYBE Gin Tama), and I still can't really think of one to Veep or Rick and Morty.

It's a lot drier though. And maybe a bit too old-looking.

Ran's (Rachel's) mother is an attorney and there's a prosecutor character called Reiko Kujo who is sometimes pitted against her, so you can get a rare Detective Conan arc set in a courtroom. Unfortunately, according to quick Google searches and my memory, the courtroom cases seem to be restricted to the anime and they weren't covered in English, due to the mess the series was left in licensing-wise.
