It's not. Having read the manga, he does not like her very much, and absolutely shuns any thought of her in a sexual context.

These uniform designs remind me to the Yuru Yuri ones. I don't know why mangakas think it's a good design
If Miss Lynzee ever makes a continuation of the ridiculous uniform designs, this one is a good contender.
