It can be the various circumstances. There can be the breaking problem on the production team after release (like conflict between Yukari Tamura and King Records, that affected Nanoha Vivid first season disc release and postponed it), or production committee thinks that the sales of Hallow will be so neglective that it will be pointless to even bother to print the discs.

FUNimation actually released only the first 13 episodes on Blu-ray, not 26. They canceled the second Blu-ray release. Not a big loss as their upscale was garbage.

That'd be rather interesting given how well the first season sold, and that was in a primetime slot. The first season did about 5K.

As far as I know, there has been no announcement of a home video release. Though, if anyone has seen anything that says different, I would really love to see it (not being sarcastic).

There hasn't been, but whether or not there was a Japanese release shouldn't be an issue, unless the Japanese themselves say so.

Gosh dang it, was actually really looking forward to a nice release for this show. This has always been my favorite DGM arc, and even if the pacing was a bit funky, I still enjoyed it.

I have a feeling the the production committee could block a home release because of "reverse importation" fears.

I have three theories:
*Number 1: Hoshino was disatissfied the series' content (heard she was partly responsible for it to the point she chose spoiler[a voice actor who did the work of the Earl and another super spoilerific character)]
*Number 2: The stuff wants the manga to come back until we have a volume 26 (though this could take too much time since January's chapter was only 7-pages long.
*Number 3: It just won't sell (although I'm not sure considering Shueisha announced last year the manga suddenly received a sales boost from 20 million units to 22.5)

The reason given is to improve the quality. Were there any major animation problems in the production? It could be the team just hasn't found a time to go back and revise the shots due to other projects the studio has on-hand. That could be backing up the process.
