If you want to get specific, there's that Munto TV series awhile back. But in terms of actual, full TV productions, pretty much. Hell, it did even worse than freakin' Nichijou.

Keep in mind that storefront sales from the KyoAni shop aren't reported to Oricon, so the actual total is likely at least a little bit higher, but even with those storefront sales added it's still likely to end up being their worst-performing TV production. The current lows in Oricon's database (in combined DVD+Blu-Ray sales) are Nichijou at an average of about 3,000 copies per volume, Tamako Market at about 3,800 per volume, and Kyoukai no Kanata at about 4,500 per volume, with Tamako Market actually selling the fewest total number of discs because it was only a 12-episode, 6-volume series. Nichijou was a 26-episode series that was actually released in 13 volumes, which probably also contributed to its lower sales average. Standard practice for a 26-episode series is to sell it in nine volumes, with three episodes per disc rather than two.

While I enjoyed Phantom World, from my biased view...I'm not surprised by the sales number. Only because I didn't view the show as something that'd be worth rewatching, and buying the disc is something I view as only being done when I want to rewatch a show.

Even as a pretty big KyoAni fan I'm not surprised Phantom World flopped. Monster of the week is just an awful format and none of the characters ever real grew on me. Not sure if it was the source material or the adaptation, but the series in general was much lower quality than prior KyoAni material. Go back to comfy SoL, fanservice battle action is not your shtick KyoAni.
