I am going to take a guess at this.
The show is spoiler[Kanokon: The Girl Who Cried Fox]. A is spoiler[Chizuru]. B and C are spoiler[Ai and Ren, the twins.] This is spoiler[after the twins give Chizuru a drug that it supposed to seal her powers, and it makes her breasts disappear.] I know that those characters in that show definitely could have said that, but I do not actually remember hearing it. Edit 2: And it seems that I forgot about D, the character who actually said the quote.
