I wonder why winter 2016? In fact, I wonder why Viz tend to release most of their print media so late after Japan? I understand that translating novels takes more time but it's manga that is being translated weekly and with its Japanese counterpart not too far off from being released. Unless winter 2016 is January or February of next year?

Viz is busy with other titles and have a schedule to follow. It also takes time to get materials in from Japan, translate the pages w/approvals from Japan, as well as scale the pages to be able to publish the volumes correctly.
Viz doesn't want a huge gap in their releases. If Viz suddenly decides to catch up and something were to cause a delay in Japan (i.e. hiatus), then US fans would be waiting longer than usual.

yes that's really it. Friendly reminder that they didn't add straighten up or devilyman (and Straighten Up actually seems to be popular in Japan) also with Naruto ending they've lost a major title for the magazine as well as 2 others one of which was running for 3 years but they didn't even give it the cover when it ended. I don't even think they deserve a "you tried" star this is just depressing.

Viz are usually pretty good at having a quick turnaround between announcement and release though. They announced print volumes of One-Punch Man in June and they're releasing volumes one and two in September. That's a three month gap. Announcing this for winter 2016 is a much bigger gap.

I'm referring to the 9-12 month gap between the Japanese and US release. With One-Punch Man, they already have the digital copies and can easily edit the sound effects and have it printed sooner.
Also keep in mind that Viz is not only working on the last Naruto boxset, volume, and artbook, they're also translating the first three epilogue light novels.

Kodansha USA has about a three month gap between the Japanese release and English release of Fairy Tail volumes so it can be done faster. & I haven't noticed a decline in the quality of Kodansha USA's releases as a result of closing the gap. & Viz have already translated the Naruto spin off in WSJ so there's only sound effects and extras to sort out.
I'd guess the second half of your post is more of the cause. They probably don't want to release all the Naruto material at once given that it's one of their biggest sellers and will leave a big hole to fill once they've released all the spin offs they can.

Kodansha may have a three-month gap, but how many active titles does Kodansha have compared to Viz?

I don't really think that's the issue. Viz were pumping out four volumes of Naruto each month at one point so I don't think there's a problem with them being able to release content quickly. I just don't see why you'd leave it for a year and a half when the hype for the spin off is probably going to peak soon with the release of Boruto the movie.

The "winter 2016" could mean a 6-7 month wait. When it comes to dubbing the film, I do see them using Maile Flanagan as Boruto. They've done a similar thing with Masako Nozawa in Dragon Ball Z and Veronica Taylor in Pokemon.That is, have the lead guy also be voiced by a woman who is also playing his parent/kid.
