Is it actually a prequel? Looking at the information so far it seems to be a new adaptation, changing quite a bit of the setting.

It's based off the High Speed novels.

Yeah, but so is the Free TV series. What I'm saying, is this is a new adaptation, not a prequel like others are suggesting.

Well, it depends. Both light novels take place before the anime but the tone is more serious than the anime.
LN 1 is when Rin first meets Haru, Makoto, and Nagisa.
LN 2 is when Rin is Australia. Haru and Makoto are in middle school with four brand new characters, including Kisumi who used to be friends with Rin and Sousuke.
So, it's still a prequel but most likely they will combine the two books somehow. I just really want them to bring up the drowning incident since the TV series never did.

YESS!! So thankful we'll get more Free! goodness, woot!! I assume this show will get the Haruhi treatment, meaning that after this film we'll never see anything to do with this series ever again

Had a feeling that this would happen, eventually. Not that I am complaining - bring on more Free!!

I am a bit bummed about that as well, but I think it would be kinda neat if they had (young) Rei in as a cameo / "waitasec... Isnt that _____?!" appearance in the background somewhere. Sorta like how In episode 2, Rei appeared for a hot second as one of the people Nagisa initially asked to join the swim team (before actually doing so the next episode).

OH GOOD! That was the one damper on my enthusiasm for this movie: that my favorite character probably wouldn't be in it.

Time to start a prayer circle for Sentai to pick this movie up with a different dub cast, may as well be consistently inconsistent with this series.

Visual style of those series of anime is as perplexing (contradictory) as ever, however it is still good enough to watch.
