Not going to happen, Japan has a terrible mental health system that's even worse since it's compounded with severe societal issues along with it.

but it took 4.5 years just to catch him lol shouldnt that be added to the sentence?

It's no longer a suspect if he's already been found guilty and sentenced.

I am not sure if sre were kidding or not but if that was serious unless Japanese law is different the time it takes to catch a perpetrator is not a consideration foe sentencing.
