Well that too, but I think the govt wasn't dumb enough to kill their own anime and manga industry, they probably knew if they add anime and manga to the bill, it would killed their economy. I remember reading an article that said this:

So yeah, I think the Japanese govt knows that putting anime and manga on the bill would destroy their content industry thus hurting their economy.

I guess that neither of you are willing to consider the possibility that the Japanese lawmakers realize that there is a difference between reality and fiction and just want to protect the real children.

That could be another factor, but overall I still think the Japanese govt are not going to destroy their economy by putting anime and manga on the bill. As I mention, the anime and manga are the core content industry of Japan, put those on the bill and the whole industry collapse in Japan. There were time when Japan considered/called for putting anime and manga on their child pronography bill several time but in the end I guess they knew the danger of doing this outdo many other "benefits".

For once, the Japanese government actually does something rational and right! They are actually going to crack down on child pornography instead of just censoring Anime & Manga. Furthermore, they have exempted Anime/Manga from the ruling. Best news I've heard from Japan in a long time.

Glad they don't cave to western pressure from UNICEF, sensationalist sites such as BBC/Daily Beast, Agnes Chan, far-left feminists and religious conservatives.

Restricting the flow of child pornography is something Japan should have done a long time ago. This will hopefully cut down on the abuse of real children since production will be illegal. But I'm glad the Anime/Manga side are safe, don't care what those stupid sensationalist western "journalists" say. They will soon forget about it anyway, and move on with the random crap they bring on about celebrities and politics from the states.

It is 99% of the time fully grown adults or high school girls. Even when it is under age they are always teenagers. TBH though I can understand the appeal of Lolis but they don't do anything for me at all, if an otakus wants to fap to a younger girl, shouldn't 15 year old hentai girls be enough for them??? Or is the point that here should be no sexual development yet??

But most young girls in hentai and manga and anime are high school girls right?? I.E 18 years old. And isn't the age of consent 13 in Japan?? Only lolicon would be banned in that instance?

The vast majority of hentai (and ecchi anime) seems to be high school girls, though that often includes one that looks much younger. Loli focused animated hentai seems rare, but it's more common in manga. Comic LO is all about that, and I'm pretty sure there are one or two more that are slipping my mind that it is at least common in.

National age of consent is 13, but I believe all prefectures have an age of consent that is at least 16. And that's separate from the legal age for sex work. In the U.S., some states have an age of consent of 16 or 17 (or even lower, but those are only if the partner is under a certain age or within a certain age distance, and that would apply to at least some of the 16s and 17s as well), but it's still illegal for someone under the age of 18 to be in porn.

As HitokiriShadow stated, each Japanese prefectures have different age of consent. But we don't know the details of Japan's child porn bill.

As far as this exemption (which also includes games) is concerned, I am still concerned that they will change course and axe it while everyone's back is turned. The industry needs to keep it's eye on this and demand that the exemption be clear and in writing within the law (if it's just a non-binding "promise" that the politicians are making, it isn't worth s%*t).

Ultimately, I am all for banning the possession of content that features and harms actual children. However, going after fictional stuff will not only divert attention and heat away from those who are exploiting children, but it will also create a chilling effect that will dampen creativity and create a slippery slope that could lead to a crackdown on all adult works, as well as works that contain violence.

Here's the big thing though: this will finally allow Japanese police to cooperate with worldwide Interpol raids of child porn rings.

Right now the J-police is hamstrung because possession isn't illegal, so that means there's always a hole in the net. The one who got away in any raid can still have all the data and more importantly the knowledge how things went down and spread what's learned from it.

The child pornography laws in Japan define a "child" as anybody who is less than 18 years old.

I don't disagree there's a segment of Japanese fans who buy the merchandise featuring these characters, but it's a strong opinion to indicate this is what's supporting the industry.

Of the most popular shows of the past few years, meaning they're earning millions in sales, point to me those which use underage girls to "sell" their content.

Puella, Attack on Titan, and the shonen series out there are driving massive income and none of them are because of "child pornography".

Having listened to fans regarding this topic, it seems to me there's a misconception on what's driving the anime industry in Japan from outside the country.

With the growth in the young female viewers and readers, this also lends a support the industry isn't relying solely on underage girls to sell products.

Given this position, what's sold outside of the authorized channels, doujinshi I believe it's called, is a different aspect of the industry. Since these revenues aren't official, they can't be summed up as a "collapse" of the entire industry.

By omitting anime and manga from the bill, it's my guess this is to protect the doujinshi market since there is a strong indication these works "advertise" for the authorized merchandise. This is just a speculation on my part, so I can't back it up other than with other articles I've read.

If the law is limiting real children, of course that's a benefit, but it's also a step towards banning all material featuring young children. This has historical laws of other countries, including the US, to back it up.

A little a time, just enough to keep those who scream the loudest at bay.

But there will be a time when either Japan outlaws it in all forms or other countries make current laws more strict to be explicit in mentioning anime and manga "art".

As an FYI: Google, Microsoft, and Yahoo are working together to ban such images. Google has already taken the first step by eliminating much of the 3D art and real images from its image search. I've been told there's a random message which pops up stating one should "seek help" in their viewing habits. (reference: PC World)

To be honest, it's hard to pick a side here. Both have their positions ("not real") vs ("it's unnerving"), so the gray area will be dealt with by those who can affect searches. I don't find it appealing in the slightest, but with new shows containing such young characters, one either has to ignore it to enjoy the rest of the series or pick their series without the characters.

A show like Strike Witches comes to mind. I enjoyed it, but I wouldn't watch this with anyone else around. It was uncomfortably enjoyable, if this makes sense.

I don't work for the anime industry, but I read enough from industry insider to get an idea that anime and manga are core content industry in Japan, didn't you read my previous post. I quoted this from an expert who knows Japan in and out:
