the cover is great. wasn't Junji Ito also involved in this manga? i could've sworn i heard that somewhere. i actually like horror anthologies, so i might have to check this out.

Not that I know of, unless Ito knows or advises the author. Yamazaki is somewhat of a celebrity figure in Japan (he's on TV, is a recording artist and is one of the few openly gay manga-ka), so I wouldn't be suprised if Ito knew him.

Would a manga like this be considered Guro? Or is it just Horror? Just trying to understand the difference (if there is any)

No. Guro consists of more or less erotic horror tales (or more accurately porn with gore). It's like rape/tentacle hentai taken to the extreme, often with extensive gore and body mutilation; from what I understand it's pretty underground even in Japan and certainly not something a company like DH would release. Octopus Girl is certainly gross and disgusting, but for the purpose of being humorous, not erotic.
