Rin, and her twin Len, is 14, or at least her voice sample was 14 at the time, and Crypton usually likes to lock that age into the character designs for their vocaloids. Miku is 16 and Luka is 23. This "adult" drawing of Rin though cute, looks nothing over 18, at least to me anyway.

That's the 20th century version, created to coincide with when people can vote, drink, etc. Historically it was 12 to 14

I don't make the rules, just stating a fact. BTW 13 is still on the books in Japan too. There's another factoid in case you're interested.
