1. Whats with the useage of orange boxes as desks/tables in such anime as Goldenboy and manga like Negima?

2. I've noticed in such Police Dramas like Witch Hunter Robin and GITS:SAC 2nd Gig, that the cars are stopped, hazard lights on, and their not totally off to the side, but rather near in the middle of the lane. Why is this?

I'm not sure if this has to do with Japanese culture in particular but for (2), is that after someone has been caught or when they're chasing someone? I imagine if the police car is in the middle then they would be putting up a blockade so that a runaway vehicle can't pass through. It seems highly unlikely that in real life a police car would be in the middle of the street while handing out a ticket/making an arrest. Japan is actually really citizen-convenience conscious, as road work is almost always only done either very early in the morning or very late at night (off-peak hours). Also, Japanese streets are so thin (some streets are two-lane but actually only fit 1 car...not even kidding...) that I can't imagine police blocking any lanes. I'm not exactly sure what you mean though and would have to see an image to verify the scenario.
Hmm I didn't notice the orange boxes in either Goldenboy or Negima (spoiler[was it after they fell down the hole looking for the "book of smartness" and were studying for the test?]). My guess would be as good as anyones that it's just the "designated" ghetto insta-table. Perhaps abunai the human world encyclopedia can shed some more insight.
