Sorry I don't know where I should put this but I was curious what happens to Onizuka and Fuyutsuki's realtionship in the movie?

Absolutely nothing. Onizuka gets called out to Hokkaido to substitute there.

Yes, but their relationship doesn't progress during the movie.

That condom dropped may have just been a hook to get you to believe that their relationship is a lot more serious. The writers left it as ambigious as the ending.

No, there's no ambiguity about it. The movie is a direct sequel of the TV special, which starts spoiler[the morning after Onizuka and Fuyutsuki have used the first condom.] The TV special also ends with the phone call that takes Onizuka to Hokkaido in the movie.
