Well i've noticed this for a while...

But when i turn on the close captions for the TV when Naruto...

the words/script are different, yet have the same meaning

They are the type of captions that appear right right when the character's speaking, rather then (usually during live TV or premieres) one word pops up with a lag (because it's being typed)

I can't think of any examples, but it would be something like this (a madeup sentence)

"We are hidden in the fog" turned into something like "The fog hides us"

How do caption work anyways?

I've seen the same incongruencies with NGE some people suggestedthat there may be a sub/dub/translation issue about that so the same problem may be occuring here too

I think that the closed captions are designed to be space-efficient, so they will be re-rwritten from time to time.

It's common practice, when it comes to captions, to try to make each line as short and easy to read as possible. Most likely, the company that is captioning for CN/AS is following these 'unwritten' standards.

Unlike a sub, you're running a caption with the understanding that the person using them can't hear either some portion, or all, of the audio track. You have to squeeze in the lines, plus SFX, speaker names (or some identifier for a new speaker), voice effect, etc. onto the screen without the person watching having the ability to go back if there is too much text to read. So they just trim it down as necessary.
