They're too different movies that happen to share a similarity, although the reasons for the competition come from much different circumstances. Hunger Games' rationalize for their arena battle is tradition, and it would work more for a society like ancient Rome, subjugating the far off colonies and provinces, than one in the future where they're almost all white and speak the same language proficiently. Battle Royale's has much more to say about modern society and Japanese youth in particular. The biggest difference to me in the way the films come off is that Battle Royale is more graphic and Hunger Games could have used a hard R rating.
