So I have a small but modest collection of DVDs. Most were bought by retail stores, but a few were bought online. Luckily I haven't had many issues with them except for two instances.
One DVD set came with visible scratches on some discs so I exchanged it. The other DVD set doesn't have any scratches but just does not look right. It looks as if there is water stains or something on it. For example, when you burn a disc, you can see where the data is burned. There is concentric circles (circles that share the same center). A few discs I see a faint circular outline but some parts it looks a little wobbly, so to speak.
My primary DVD player is my PS2. I've tested it out and it skips or freezes outright when it hits the certain scene. I tested it on two other DVD players and it plays perfectly. My PS2 is pretty hardy, I've never had any problems with it with games or other DVDs.
This poses a dilemma that feels like 2001 A Space Odyssey if anyone has watched it. One one hand my PS2 which has never done me wrong says something is wrong. On the other hand other DVD players says it is perfect although the discs look a little wonky.
Maybe dedicated DVD players plays it better than the PS2, I don't know. The PS2 is old, and I had my original replaced for free by a family member who worked in a warehouse so I don't know how old my current PS2 is.
I might add that it only skips a handful of times (I would say 4 times, maybe 10-15 seconds total) over a span of 8 discs and 600+ minutes. Not major, but still, I paid money for it. Subtitling errors I can live with, but not this. It just irks me. (And one skip is during the finale)
So I have three questions:
1) Incidentally, both DVDs are by Bandai (Code Geass S1 & 2 if you must know). Does/ has Bandai been known to have quality issues?
2) Do these DVDs go through the same testing as US DVDs?
3) Should I exchange it (for the same item) or leave it as is?

Bandai has more quality issues than, I think, any other anime distributor. I'm pretty sure there was a discussion concerning this going on recently in the Bandai OOP thread. Since Bandai is ending its U.S distribution, it would be wise to contact them for a replacement sooner rather than later if that's what you want to do.

Bandai's quality control is nonexistent. They are well known to have a lot of issues.

Technically, they are region 1 discs. They aren't any different than other US dvds.
And yes, you should contact Bandai as soon as you can. Supposedly, they are still replacing bad discs. Don't expect much communication, or any other type of customer service. They do eventually come through, just at their own pace I guess.

By my experience, many DVDs that lock up in one player run just fine in another... Bandai discs tend to have the problem most often, but it's something that seems to come up across the board at least one or twice.
I am of the school of 'if one of my DVD players is happy, so I am I', but I know not everyone's OK with that. If you do opt to replace it, get the ball rolling ASAP. Quality issues like this always benefit from timeliness... the fact that Bandai's currently a sinking ship just mean expedite the matter all the more.
