is there any copyright laws on using things like pictures on websites cause i wanna make my own naruto site but i wanna do it in a lawfull way without licensed animes being hosted

There's copyright laws on pretty much everything these days. So yes, there's copyright considerations in using other people's art on your website without permission. The proper way to do it would be to go through the licensor and get permission for the use of any of their art on your website. I'm not actually suggesting you do that though, as I have doubts they'd reply to you.

Making your own art for it would also be a relatively safe method. And I mean drawing your own art, not going into photoshop and applying a comical number of masks and filters.

I don't really think a Japanese copyright holder is gonna go down on some fansite on, say, Yahoo! Geocities or something because of one image. I mean, all kinds of websites use copyrighted images, and I don't think they go and contact some Japanese copyright holder who will probably never get the message (or even be able to read it).

As long as your not uploading Naruto episodes, I can't imagine anyone getting upset.
