Ironically Endless Frontier the spiritual sequel to Namco X Capcom did make it to America.

Uh, no. Crossover characters does not make EF a sequel of any sort to NxC. It's 100% part of the Super Robot Wars series.

Adding onto that, the other "licensing issue" that could've occurred is regarding xenosaga characters but considering that monolith soft and banpresto developed it...

Actually, it's very much part of NxC canon. KOS-MOS, Reiji and Xiamou as well as Saya and T-elos all reference NxC in not only their dialogue with each other but with the past experiences they all shared.
Also; spiritual successor does not mean sequel. It means it takes aspects from a previous title, whether it be plot or system, and improves it.
That being said, YES! Louie, Lina and Orphen team up! The same can be said for S-cry-ed and Mai-Hime. Really hope that the audio was just de-synched though because the timing is really awful.

I am talking about how it continues Capcom X Namco's style of flashy attacks emphasizing combos. Not to mention as it was already stated that several characters from Namco X Capcom.
