Unbelievable! I believe this is unprecedented! I will take a look since they made the effort.
Regardless, my deepest condolences to Japan over the quake. I still can't believe such a disaster happened in the last place on earth that it would happen at.

That's what they always do. It's not like the magazine itself makes profit - it's sold at a loss.
The magazine is basically just marketing for the tankobon. (And a way to get fans for new series that would have no chance on their own.) That's where the profit comes from.

I've always been curious as to how a WSJ magazne would look so I thought I'd give it a try but...does anyone have any idea on how to work the program exactly? I managed to install it and to login, but can't make heads or tails of what I should be doing next. Can this even be viewed outside of Japan?

The "last place"? Try "First" place. Japan is located on a fault line between two continents, and has a long history of being hit with earthquakes and tsunamis. You are truly misinformed.

Anyways, to view the manga, after you download the program, go back to the page showing the list of mangas to read. Click the yellow button with the arrow at the end below the manga you want to read. Then a window pops up of programs that can read it. Comic viewer is the program you must select in order to open the link. Then a screen will appear that will be loading the pages. Then after that, you will be able to see the manga. Use the left arrow keys to turn the pages.
I read a few, I don't know much japanese, so I don't know what's going on. I just know some serious stuff is going on in some of the stories. Some of my favorites seem to be good. And there are some I've never seen before that look awesome.

I can't believe that there isn't more posts. Isn't this an unprecedented move or something? Has Shonen Jump released entire volumes for free on the net before? Has it ever released Shonen Jump outside of print media before?
Isn't this a new stepping stone for it to actually sell and distribute Shonen Jump in an electronic medium? They just need translators, and a online sale method, and there! People internationally will be caught up with all their favorite manga series! Some of the chapters I looked at in this SJ volume are WAAAAAYYYY ahead of where its at in the U.S.{At least for Bleach, I'm as far as where they left at in the anime which is provided online by CR. While Bakuman, I'm not even sure how far ahead that is from U.S. volumes.
I think maybe $1 to see SJ in this method for a limited time per volume on the net would be fair?

I think Bakuman volume 12 was just released in Japan so this must be around volume 14, ie; 11 volumes ahead of what have been released in English.
