Perhaps I'm asking a question with an obvious answer, but by cancellation, does that effectively mean no such fair will happen until next year? Is it possible for this fair to be postponed to later in the year, or is there really simply no point to it? (especially since I imagine there will be other anime-related fairs later in the year.)

These things have lead times measured in months; you can't meaningfully "postpone" something like this. You can't say to your suppliers or your guests "just bring it in next month", because next month your tables are booked to be in Niigata, your guests will be in Beppu on holiday and your venue will be occupied by the all-japan spark-plug collectors national fiesta and swapmeet.
"Rescheduling" basically means "cancelled and rebooked"; it's possible, but it's fundamentally indistinguishing from re-doing the event from scratch.

Since it was a counter to TAF in protest of the Tokyo Prefecture government decision (I believe that the Tokyo Prefecture is on the TAF board), and TAF has been cancelled, that'd be in the "no point to it" category.
TAF 2012 will be about this time next year, and there is plenty of time in the Fall for the ACE organizers to decide whether scheduling a counter-event on the same weekend still makes sense at that time.

And by that time cooler heads will prevail as their economy edges into a slump. They should realize that a unified front is more important after an earthquake. It should fall into the "no point to it" category in 2012 also imo.
