It looks like the Durarara!! thing is Japan only... hmm, thought maybe Aniplex could do it here to promote season 2 when they release it on DVD... I hope that can happen.

Aniplex does not own the rights to these characters. I mentioned this in another thread. The rights belong to Dengeki Bunko hence why Shizuo is in the Dengeki Bunko Fighting Climax game. Aniplex literally has zero say or sway in whether those characters make it over here or not.

Actually, you're partially right. In general, when dealing with situations like this, all companies who have licensed portions of a franchise have the rights to the characters, as long as they don't infringe on the rights held by the other companies. In this case, the license in the US is held by both Aniplex of America and Yen Press. So, likely both companies would have to give permission for "their" characters to appear in the game.
It's pretty much the same reason why some of the Super Robot Wars and related games never come over here, because the rights to the characters are held by so many different companies.

Damn this makes me jealous. I never noticed it, mostly due to only seeing the anime, but I guess there are similarities in character design. If they include this feature with the American re-release, I guess I will buy Shin Megami Tensei Devil Survivor 2: Record Breaker again (and that title is why 5 other people at most will buy it)

well im honestly surprised, didn't think youd be able to summon them... though it sounds kinda funny summoning and giving orders to izaya and shizuo i feel like shizuo would go F*** no whyd i listen to you and then throw a vending machine at you and izaya would pretend to listen and then lead u into a trap and strip you of all your belongings. Celtys is kinda a fairy so i think shed follow orders if u had a proper contract with her

Literally the same character designer. I picked up on it pretty quick when playing the first game. The pointy chins gave it away.
