Three different writers for three separate parts of one plot driven show? I'm glad I didn't like Psycho Pass much in the first place because this sounds really messy.

Not exactly, since both Makoto Fukami and Gen Urobuchi were both credited as the writers of the first season. So it's more like the title's coming back to its original writers after change of writer in the second season.
That said, I wonder if the film will have anything to do with the second season. I'm not sure that by Urobuchi being the script 'supervisor' and 'story concept' of the second season (according to ann data base) means that he takes control of the story and how it'll end, or just basically gives some limits as to how Ubukata develops the story on his own.
