My only issue with this is the "British way of thinking" is out of date by 110 years and bares no resemblance to our way of thinking, talking, or anything today.

I would rather say that the formality and often fake politeness of Potter's bygone England fits easily with Japanese perceptions of themselves. There is a reason why if the Japanese find that period of history has resonance with them, besides exoticism.
