(At this level of talent, one can even forgive the cheesy 90's haircuts on the characters.)

Well, it is from the 90's, so of course they have 90's haircuts.

In terms of story I have to completely disagree with this review. I admit it might be due to my general preference towards the shonen tournament manga as a genre (it's one when done well that I really enjoy). I don't see the problem with having a volume dedicated to training sessions and focus on the rival teams. The games in this series are so long and intense, that any breather is welcome to mix things up. Not since volume 6 has there been a prolonged break from the big games. Focusing on Sakuragi's improvement as a player will make the upcoming games all that much more rewarding, its also showing off some of the character he's built up over the last few volumes with his dedication to working hard with practice. It's such a great night and day from earlier volumes where Sakuragi didn't want to do anything or dunked on Akagi's head during a scrimmage match. While its not one of my absolute favorite volumes of the series, it has a few of my favorite moments for Sakuragi as a character thus far. (Which is why I disagree there's nothing for him to do in this book) But I suppose I just enjoy the strategy training aspects of a sports manga, its what makes the exciting games that much more believable when we see our heroes doing things even more impressive then before. This volume is also good for reintroducing the audience to the Ryonan characters who have been nothing but mere background fluff since volume 6. Seeing how they compare with Kainan is something exciting to see for me anyway. So I could see how this is a less exciting volume, but that's exactly what I liked about it. Does anyone else here enjoy the events of this more set up volume? Perhaps I'm not alone in this.

Dream: If the rival teams felt important to the story, I'd agree with you. But it's more like a "What if?" kind of deal.

But I do get where Inoue's coming from on this one. It'd kill the tension of the next match if Sakuragi aced the prior one too easily.

I'd say its easy to argue that Uozomi and Sendoh of Ryonan are fairly important to the overall story, even when compared to other side characters on the Shohoku team. I at least got more out of their characters (as well as Ryonan's coach later on in the story) then about half the cast. (Though this is keeping in mind I've read all 31 volumes already and know the arcs for the characters)
