This number is not very accurate.

Remember, fan conventions like Otakon or Anime Boston just count warm bodies. A weekend pass is one person. A one-day pass is one person.

Industry cons like AX, PAX, SDCC, and all the Reed shows count the turnstile. A weekend pass counts as 3 people, not one person.

PAX said their 2009 attendance was 60750. Otakon 2009 attendance was 26,586. By those numbers, Otakon is actually bigger than PAX. Most PAX badges are weekend badges, so dividing by three you get 20,250. Also, PAX includes people in the count who are not just attendees. Otakon counts only attendees.

Conclusion: The NYAF is actually really small, attendance-wise, in comparison to the other conventions. There's a reason they are combining it with the NYCC.
