No.However it feel a little different.Not to mention some of the harem that the series is famous for is missing in a way.Similar to Dual. It's interesting but really concerned.

With this premise, I'm getting visions of Tenchi Muyo GXP dancing through my head as the scenario seems quite similar. Take someone related to Tenchi in some way and drag them into some scenario with a whole new cast of characters with the original Tenchi cast reduced to cameo roles.
I think I'm gonna pass on this title just like GXP. Going in a different direction with the Tenchi series without having any of the Tenchi cast members in a regular role just doesn't seem the same without anyone from the original harem around.

I'm getting a Dual mixed with GXP feeling here. Which isn't a bad thing since I enjoyed both series. More so then the original Techni franchise. Hope this turns out well.

In interviews prior to the release of OVA3 Masaki Kajishima stated their would be little in physical combat or conflicts with Ayeka and Ryoko. There is a reason for this as the Ryohki OVA has become a slice of life series. Consider the following established in OVA3:
- Ryohki is the only spaceship capable of equaling a 2nd-Gen Jurai ship and the next generation 3rd-Gen ships will rival Ryohki in power. Therefore Jurai has few if any enemies that can rival their empire.
- Tenchi Misaki is the most powerful being in the known Universe after defeating Z with the exception of Misaki Jurai.
- The Masaki household's combined power may even rival the Jurain Empire.
Because of this there is very little in the form of conflict that may appear in the Ryohki OVA universe. As any storyteller will tell you stories are created from conflict. Kajishima established alternate universes/dimensions in Tenchi Muyo! Ryohki Episode 5 it only makes sense to use them as tools to expand the story by finding new conflicts not related to the Masaki household.
(Thus GXP, a story of pirates versus the Galaxy Police, but note how ineffective the pirates are against Earth.)
So far Seikishi looks intriguing enough that perhaps it could be a stand alone not needing the Masaki name to tie all the Tenchi franchises together. But it's definitely giving me more of an El Hazard feeling than Dual! or GXP, however it is also giving me an Escaflowne feeling as well.

I heard recently that Kajishima also has 5 more series planned each starring another realtive of Tenchi who resembles him. Is there any truth to this?

I haven't heard this. So far there may be five titles total related to the Masaki stories even if only fringe. It may be more hopeful if you provide a source.
As for resembling Tenchi Tenchi's character design is suppose to be unassuming or rather plain. He is meant to look like an average Japanese male. Considering this it wouldn't take much to look like Tenchi at all.

Ggultra2764 you should really go and watch GXP, IMO it is absolutely hillarious, and the girls in that show are better looking than any of the "Tenchi" girls.
Anyways, even if it is GXP meets Dual, count me in since I loved both of those shows (along with the other Tenchi stuff).
