Tbf the reason he got caught was selling the modified consoles online. Even here in the USA you can get in trouble for that.

Bypassing copy protection or...?

Pretty sure "welding" is a translation error, as one would solder a chip to a circuit board, since either a gas or arc welder would melt all the nearby circuits and set the board (typically a thermoset polymer) on fire.

This reminds me of a story posted here a while back about the person that was hacking pokemon cartridges to get people tons of pokemon. I can't help but wonder what precisely they were doing in this case, since clearly there was a market for these alterations.

I would say play pirated games maybe but I feel there are easier ways to do that.

I heard the issue is they were selling switches for the cost of a $200 equivalent but with a ton of free games. According to PC Gamer it was 27 free games.

I do think a fine would have been sufficient but when you are selling hacked consoles with free Nintendo games on a current console I am not surprised the law got involved.
