It does in fact have a BD release in Japan. For some reason looking at CDJapan they only have the BD sets for the first "Final Season" but the rest has been released.
Here is the BD for the actual ending.

These compilation movies have been a thing since the first season. Them making one for the ending was entirely expected. It's just a quick and easy way for them to make a bit more money, and... I wouldn't be shocked if this never even makes it outside of Japan tbh.
