Meanwhile I disliked this arc because they constantly went into advertising mode doning the softest of gloves to praise local businesses and places, opposite to the series' usual tone.
I guess for some velvet in not soft enough. |

What surprises me is that so many were apalled at the city's representation when the episode sang nothing but praise and positives. |

So, a quick info dump on how government budgeting usually works, since I think some folks seem confused.
The executive branch writes the budget. That means that the administrator (president, governor, mayor) is responsible for taking together all the needs and wants of the various entities under their purview and coming up with an ask of how much money they want to spend for the fiscal year. The legislative body controls the actual purse strings. This legislative body can be a Congress, a state assembly, a county commission, or a city council. They decide whether to accept or deny the executive's budget. While they may make proposals for changes or state intentions, they are not actually in charge of drawing up the budget themselves. This is part of what is called advise and consent, a principle whereby separation of powers ensures that no one entity has too much control over any functional aspect of government. In this case, it was almost certainly some arm of the executive, like the Trade and Tourism bureau or some such department, approved for the expenditure (whatever that may have been) regarding the city's appearance in the anime. They likely did this under the assumption that first it was within their power to do so and didn't need city council approval, and second that the expenditure would be approved by the city council and/or its relevant committees. It sounds like at the most basic some on the council didn't like the idea or felt they (the council) should have been more involved in the decisions on this. Digging deeper, I suspect this is some manner of political gamesmanship, this faction of the council being at odds with the executive over something perhaps entirely unrelated, likely on broader budgetary issues, and this was an easy mark for them to pick out to make their point. Likely there is going to be a negotiation out of sight, the budget will be resubmitted, and it will get approved, assuming municipalities are required to pass an annual budget. Or, the executive will take the money for the project out of the general fund of the city or of the relevant departments. Long and short is, it will almost certainly be paid, its just a matter of how. |

If their beef is really with the "attempts to sell her organs to pay off her debt" bit, boy is that grasping at straws - they don't actually do anything about selling her organs, rather it's "let's work to pay off the debt" - > "the debt is too big to ever be paid by work" - > "oh well let's just enjoy Furano today and tomorrow we'll look into selling our organs or something to pay off the debt YOLO". If they were really gonna get picky about something, they could have complained about the scene where they got drunk at the wine tasting and said that makes it look like an activity for drunks or something - at least that'd be something that actually happened in the episode.
Regardless this is extremely petty. The anime delivered on its end of the deal so reneging at this point just makes you a bad payer, regardless of your reasoning (I'd use a harsher word in my native language but I can't think of anything applicable in English). Just a heads-up for those who don't live in Japan: "hometown tax" (furusato nozei in Japanese) is a system in which people who live outside a particular city/town pay a fixed portion of their next year's municipality tax (similar to council taxes in the UK) to said city/town, sometimes with the option of choosing the way by which they want the taxes to be used, and getting gifts (usually local products) in return while their municipality taxes for next year get reduced.
Furano, like many Hokkaido municipalities featured in the anime, participated in the "hometown tax" scheme in collaboration with the anime production team. Iirc, there was the gift option of anime collaboration goods aimed at fans of the franchise. Which means that the Furano city council refusing to fund the anime while earning a portion of last year's "hometown taxes" from fans, is in a sense committing "fraud". Now I used "fraud" in quotation marks because iirc, the city's "hometown tax" page did not explicitly promise that the funds would definitely go to the anime (also I don't want to get into legal trouble). Nonetheless, the whole debacle still looks pretty bad for the city. |

One drawback, is that the anime production companies might become leary of using this type of funding in the future. Everyone wants to be paid for their work.
