It looks like he's performing/battling in a stadium, where there would be huge lights. Other examples I can think of are various scenes from the films, like the Battle Tower in the Deoxys movie. Or, heck, episode 1, with Gengar VS Nidorino and Onix.
Huh, that is actually an interesting thing to see, since virtually every League battle takes place outdoors/in a dome with the roof down. |
