I hope people realize this project wasn't actually to fund an anime, since this ANN article makes it seem that way (doesn't say it outright, but you could assume). This is to fund a trailer to try to convince rich investors to fund a whole anime. But there's no guarantee an anime will end up being made after this trailer is made.
Of course, the dollar amount raised should clue you in too. $46k isn't funding a whole anime series. Maybe not even 1 full episode. Anime is expensive.
I had looked it up the day this campaign launched and was pretty disappointed by that, so I didn't help fund it.

Maybe I'm wrong, but I've been following the campaign very closely, but I think you have part of it right and part of it off a bit.
Yes the project isn't to help produce the anime itself, but it's not for the trailer either, they are paying for and creating that themselves. The funds are purely for advertisement, to get the word out there, to build up hype and interest in both fans, and production studios/staff/seiyu.
Also, I believe they already have the money to back the anime, they have a super successful investor in the stock market who's a huge fan of WEE, and I believe I read (through translation) from Spicy Tails that the investor is basically willing to pay for it all and take on all the risk.
What I don't recall in whatever I had read, is if they weren't going to go through with the anime if the CF or KS were not successful, or if that would have just affected it in a way where maybe they couldn't get the best production/staff on board, or some other possible scenario. I feel like there wasn't anything concrete said in that regard. Again, maybe I'm wrong, but it wasn't the way I read it a while back, and from the info on the KS page.

Definitely not a full episode. Last I saw a figure in the Answerman column, it was in the area of $300,000 an episode.

The summary written by Hasekura is a little awkward and stream-of-conscious-y, but from what I can gather the anime is happening regardless, their investor is paying for it in full. The problem is that they're unsure of WEE's popularity so the trailer is being made to convince the best production staff while the money raised in the Kickstarter is to help advertise the franchise in general to bolster the fan base and probably get some word of mouth on the visual novel, hence it being the primary reward for backing.
Personally I think Hasekura underestimates the value and popularity of his name and work, even if the subject is something as unusual as investing. I never get the impression that he's being modest when I read the afterwords in his books, he's a bit self deprecating and apologetic. Shame, if he had more faith in his work we might have gotten more Spice & Wolf episodes or a reboot.
