It's not a four-panel manga, actually.
The manga is pretty fun. It's one of those series where the title character explains their passion to the actual main character who knows little about the topic and acts as an audience stand-in, gradually learning and becoming more interested in the topic themselves.

I always wonder how it looks when mangaka starts bullshit manga like that. Is it that he/she thinks in some point of life "omg best work in my life will be about little girl eating ramen".

... don't we usually just call them "sports anime"?
This seems to be more of a subset of "high school girl is really into subject but audience surrogate guy isn't but he's kind of into the girl but don't get your hopes up for any of that because it's not a romance" genre.
And yes, it's a genre now. Anime, candy, video games and now ramen.
But I'm just guessing.

No, not really. The other character is a girl too.
That's actually the thing here - ramen restaurants are not the sort the places you often see women in, since they're places for wolfing down huge bowls of food by yourself. So it's a bit like Bakuon, where the girls have a non-girly hobby, except it's a food manga.
