I'm not sure where the indication is that it's a new programme. It does say "new anime", but it's being used in a pretty generic sense. It doesn't give a title, like PriPara Stars or anything. The site this article links to doesn't have any citations or links that I can see, but there's this image which has been going around:

New anime scoop!

Little Lala takes centre stage?!

Lala meets some new friends who bring a great change to her idol life?! What is the item she's holding?! Thrills and spills await in Spring 2017!

I would assume it's just marketing for season 4.

I hope it's a new series I want to get back into Pripara now that CG has improved quite a bit and I do like Aikatsu Stars.

I am ridiculously behind, but even background following the show is so fun. I'm glad to hear it'll continue.

On the one hand, I feel like they'll eventually continue with PriPara longer than necessary because of its success. Then again, if they're consistent and the show is still popular, why not~?
