The name is a literal translation. His name is actually Inuarashi. His "rival"/"best bud" is called Nekomamushi which means "cat viper". The reason why such animalistic humanoids exist is because there is a whole race of Minks who are all animalistic humanoids. They have been mentioned since the Sabaody Archipalego arc, which was many years ago. Those two might be stronger than Rob Lucci. The first Mink to be introduced was Pekoms from Big Mom's crew, who also ate the Turtle Zoan, making him a Lion-Mink who can turn into a turtle. |

Thank you for clearing that up. I was confused as to why they didn't just go with Inuarashi. Such a literal translation lol And you mean Pekoms being the first Mink literally to be introduced as one right? Because otherwise, Bepo would have him beat. Even then, I think Bepo was introduced as a Mink first. |

Dogstorm? It isn't a title, but the character's name, so why translate it?
The correct character name is Kyōsuke. |

Who do Darkwing Duck or TaleSpin have to do with this exactly?
Because it can be translated? |

They are most definitely stronger than Rob Lucci, as the two of them managed to hold off spoiler[Jack, whose bounty is one billion Berries.] That was an opponent even Luffy might not have been able to beat.
Bepo was not introduced as a Mink in Sabaody Archipelago, but simply as a polar bear, which caught Luffy's attention. However, the list of types of slaves seen at Sabaody Archipelago lists Minks among the different races, and close watchers soon suspected that Minks must be some animal-like race Bepo belongs to. Hence, he wasn't introduced as a Mink there, but fans made the connection. (The filler might have accidentally shown us one before that: Chiquicheetah fits most to all of the traits of a Mink.) Unless you mean confirmation after the Minks are introduced, in which case, yes, Bepo was confirmed before Pekoms. "Dogstorm" is the official name used by Viz, and it is indeed a direct translation. The translator, Stephen Paul, mentioned it a few times on why he went with "Dogstorm" and "Cat Viper" instead of "Inuarashi" and "Nekomamushi," but I forgot why. I do like how it allows Luffy to do a running gag where he calls all the Minks as "___ Viper" though, like Dogstorm as "Dog Viper" and Pekoms as "Lion Viper." |

Probably to replicate the Japanese reading experience. "Inuarashi" isn't a typical name and is clearly done as a joke. In that sense, "Dogstorm" accurately replicates the author's intention. |

By that logic you could translate every name into English. Change "Tsubasa" to "Wing" or "Lucia" to "Light" or "Claire" to "Clear" or "Leo" to "Lion". |
